The breakwater was originally built using rafts, timber cribs and wooden ships. In 1930, two ex-US war ships were added. Eventually the number of ships counted 10. One of the ships used to be a floating sardine cannery.

The ships are anchored using 14 to 16 Ton concrete anchors, 8 to 10 per ship. The anchor chains weigh 55 pounds per foot. The ships are ballasted with water to add stability.
