Human error is considered to be the contributing factor in over 90% of road accidents. Engineers realize that properly designed roads and vehicles can reduce accidents due to human error. Studies are being carried out to determine which locations on existing roadways are collision-prone, the reasons why these particular areas are collision-prone, and what improvements could be made. This is considered to be a reactive approach.

A proactive road safety approach looks at road safety before problems start through safety conscious planning and road safety audits (a tool that ensures that road safety is considered before a road is planned, designed and constructed by having the project examined by an independent, qualified individual who reports on the project's safety performance).
